Also with a system with that many mobile freqs, and twin repeaters,.. at least two of them are bound to be car to car/mobiles only freqs.... As this is a school, I would imagine at least one for Admin, one for Buses, maybe even one for the "Garage" crew. There will not be a LOT of traffic on these... though when the weather is bad you might find a good deal of traffic on the system... Maint Staff will be on a lot,... Security if they are not provided by local PD,... Possibly even some coms by athletics/band operations. Also look for at least one Public Safety freq associated with the school system.... usually its an old Medical Emergency Service freq (back before rebanding) that usually operated as a EMA/CD function with the schools.

157.6650 should be the input. I looked at the FCC data on the FCC Website and looked at then 'First Used' dates.
That doesn't always work. But, it may have worked in this case.

There is no FCC rule that says an input and output must be licensed at the same time. Maybe the user changed the inputs and outputs after licensing a second pair. There are several valid reasons for doing that.

I'm not saying you're wrong - I'm just saying you can't take the first used dates as gospel as to what the pairs are.
