So is this in fact a new island-wide simulcast for PD1?
ScanNE Wiki has it listed as Chilmark and "Repeated some comms from 860" which is kind of vague.
No, it's a repeater of the county system in Chilmark. Like the other VHF repeaters, not all comms are repeated on it. As it says.

I understand that, however if you look at the license that same frequency (among others) is licensed at 6 different locations on the island for 100 watts, and it would appear they are trying to set up a conventional simulcast. I'm not in a position to monitor so I am just trying to stay up to date on the developments.
I'm hearing a digital station lately on 156.2175 NAC D10. Is this Dukes County?

OK after monitoring for 24 hours I can confirm that it is indeed Dukes County. Confirmed I have the NAC correct, $D10
It's loud and clear here in Sandwich, Cape Cod.
