Hello and thanks for posting this. Unfortunately, it appears the state has removed this document, because the link no longer works.
Did anyone save a copy of the document (which appears to be a PDF)? If someone did capture it, is it possible to post it to the files section somewhere?
If the document is not available anymore, can someone provide a summary of the most important aspects of the plan?

I don't think it was removed, the entire FLHSMV site appears to be down.

In a nutshell...
Spend a big ol' butt load of money converting to P25
Current Harris contract for EDACS support ends 2021, so there is a good bit of time to fund and do the work.
Portable coverage sucks. Spend even more money improving that.
Pretty much the sum of it.
