When programming my 396XT for the USCG Rescue 21 (LMR) frequencies is each frequency entered as a single-frequency P25 system or are they considered a standard P25 trunked system?

Neither. These are simply conventional freqs that use P25 digital modulation. Be sure to set the audio type to 'digital'. I would also allocate another channel with the same frequency as an analog channel using FMN (FM Narrow) as I understand at least some of these channels are not exclusively P25

The only reason to program them as Single-Frequency Trunk is to log/track the Radio ID's.

Otherwise you just program them as P25 conventional

And as Mike indicates, some of those frequencies are shared, as well as still in-use in Analog Modes by the USCG
