RFC Wireless (13Fh) Licenses

I've taken some free time during the lockdown to review some of the data on Bay Area SMR. I wanted to share some of my updates for review before I submit them to the database admins.

I wanted to work through the RFC sites, in order. Here is a link to Site 1:

The RRDB entry shows these two licenses:

I would like to share some of my notes. I like making tables with embedded URLs. A frequency with an underline will take you to an FCC frequency search for the state of California. An FCC license with an underline will take you to the FCC license entry in RR.com.

I think that the identification of WQQL263 is correct for 489.6375. But I think selecting WQQH714 to cover 483.9875 and 490.5125 is in error. And here is why...

If you look at WPPZ976, you'll see that it covers 483.9875 and 490.5125. It also shares the same tower location as WQQL263/489.6375.

And as another check, go into WQQH714, and click on the location for 489.6375(2):

...expand the radius to 0.4 miles and confirm that there are no other RFC licenses that cover 489.6375 & 490.5125. So I conclude...

WQQL263 (for 489.6375) is correct and should be maintained.
WQQH714 is incorrect for (490.5125) and should be removed.
WPPZ976 (for 483.9875 & 490.5125) should be added to the licenses for this site.

And WQQL263/WPPZ976 are collocated on the same mountain, Mount Presson. So the site location should be updated to Mount Presson.

I encourage you to download my PDF and review the links. I couldn't find a license for 489.65 (and just click on it to see the FCC search).

I want to add that I think the RRdb entry is incorrect about including 498.650 as LCN 2 as part of Site 1. I have never monitored 489.650 with Color Code 7, or any other color code. It makes sense because there are no RFC licenses for this frequency.

I did a bit of searching and found 489.4125 with Color Code7 as LCN 2. 489.4125 is part of WPPZ976, which is used for two other frequencies at this site.

My final observation for Site one is that it is located on Mt. Presson:
489.6375 / Color Code7 / LCN 1 / WQQL263
489.4125 / Color Code 7 / LCN 2 / WPPZ976
483.9875 / Color Code 7 / LCN 3 / WPPZ976
490.5125 / Color Code 7 / LCN 4 / WPPZ976

Site 7 - ?

My license notes are here:

If you look at all of the common locations for the licenses that cover this site, the only common location is Monument Peak.
Site 7 is listed is unknown, and has a single license associated with it, WIM692.

For verification, click on the location link here:
...and verify that all of these licenses are on Mission Peak.

Through monitoring, I have determined the proper configuration for this site is:
489.5375 / Color Code 10 / LCN 1 / WIM692(4)
452.2500 / Color Code 10 / LCN 2 / WQGV637(3)
451.9750 / Color Code 10 / LCN 3 / WQGV637(3)
489.4375 / Color Code 10 / LCN 4 / WQOL263(8)

I wanted to make a correction to my last post. I concluded that the location for Site 7 was on Mission Peak. This was a confusion on my part. The analysis in the PDF, clearly shows that the licenses are on Monument Peak.


Also note that the numbers in parenthesis after the license is the location number in the FCC license. So here is the configuration for Site 7, copied from last post:
489.5375 / Color Code 10 / LCN 1 / WIM692(4)
452.2500 / Color Code 10 / LCN 2 / WQGV637(3)
451.9750 / Color Code 10 / LCN 3 / WQGV637(3)
489.4375 / Color Code 10 / LCN 4 / WQOL263(8)

I wanted to share some information I submitted when I was thinking about the RFC Wireless coverage area.

I am curious to know if anyone has done any frequency searching around to find some MotoTRBO with SysID $13Fh (or 319 decimal)? Note that the coverage map from RFC Wireless shows coverage out into Sacramento, but most of the sites surround the Bay Area...

From my submission notes...
I think that the System Location should also be updated. Given the dispersed location of all of the Sites, I don't think "Oakland, CA" is appropriate. Maybe "Various, CA"? Or "San Francisco Bay Area", or "Northern CA"?

The Sites in RRdb would provide coverage throughout Bay Area, but the coverage map shows much greater coverage. So either the map includes radio systems different that this one, or there are sites around Sacramento that no one has submitted information for?

Went back and double checked my work. The information in the prior post was incorrect. I misread a table where I had some RRdb information interspersed with some other information I had monitored over the air. 452.975 / Color Code 10 and 451.975 / Color Code 10 from RRdb, were never heard over the air.

Here is the correct configuration:

490.3375 / Color Code 10 / LCN 2 / WPPZ439(4)
484.1625 / Color Code 10 / LCN 3 / unknown license

I am enclosing my updated Frequency table in the PDF below. You can click on the links and see if you can find a better fit for the licenses for this site. All of the frequencies are licensed to RFC Wireless, but there is no frequency licensed on Monument Peak.

I wanted to let everyone know that I have verified the sites below. I have verified Frequencies, LCNs, Color Codes and FCC licenses. They are all correct. I did frequency searches, and have yet to find any additional frequencies for these sites. I have not gone back to verify Location Based Scanning information.

Site 2 / Grizzly Peak


Site 5 / Mt. Presson


Site 6 / Crystal Peak


Site 8 / San Francisco

I submitted updates to Sites 1 & 7.

I still need to take a field trip to fully verify…
Site 3 / Mt. Diablo

Site 4 / Sutro
