I need coax cable for a 100 foot run connecting to a BCD996P2 to a Diamond D-1301J antenna. I've called two places and one says RG2/13 and the other RG8/U. What say you?

Are you wanting one of those two types of any specific reason? There is better coaxial cable out there.
You can use one of the many online coax calculators to compare losses, just enter your frequency, length and an arbitrary transmit power (I know, it's for a scanner, but put something in anyway) and let it do the work for you.
Don't get hung up on fractions of a DB, though, you won't be able to hear the difference.
The RG213 coax have become expensive and the installers I know stopped using it since 20 years in favor for 1/2" flex which has better specification. Only for shorter runs and as jumper cables will it still be used but then the more preferable double shielded RG214.
For scanner use I would choose RG6 which has less loss than RG213 and RG8.
For 100 Feet, I wouldn't use anything less than LMR 400. My main scanner home antenna setup is the Discone Antenna at 30', 50' of LMR 400 running through a MCA208 multicoupler in my shack. Works very well.
