BCT15X: Rhode Island Public Transport

New Poster so hope I am doing this correctly.
Trying to program RIPTA into BCT15X. Picked Mot II custom reband and entered the two band plans using Freescan. Didn't work so I tried Mot standard and Mot splinter to no avail. I went back to Mot Custom Reband and double checked everything I did and still no success. Can anyone point me in the right direction.

I read that the control channels are both control and voice. So, in Freescan I left the box control channel only unchecked.

That system isn't in use. All RIPTA comms are on the RISCON
