Does anyone know if there is any radio activity at this complex on Route 2 in Cranston? It's directly across from the RI DMV. I noticed a handful of different kinds of antennas in the back of complex. The sign on building says "RI National Guard" and "Joint Forces Headquarters" "Emergency Management Agency".

I don’t know what’s there now. But a while ago the state had a repeater on 49.90 that used to be active. Prior they used 41.35 as well as a few other low band ones. They probably have SINCGARS radios now.
Also, they had HF and would show up on some nets for SHARES and Other oddball ANG nets.

The state runs the ENTIRE RISCON radio system out of that building. RIEMA is responsible for RISCON. They are currently about 90% done building their new Headquarters in East Greenwich at Camp Fogarty.
