I'm not familiar with the operation of the BC296, but on the RS PRO96 you can program CC's for all three systems into the same bank--just like it comes from Radio Shack.
It seems to me that any radio scanning control channels should operate on whatever CC it lands on. Richmond, Henrico and Chesterfield have their TG numbers coordinated so that there is no duplication, and so that units can roam from locality to locality.
I can generally hear police and fire dispatch TG's from at least two different localities on any control channel I land on. So it's no sweat if I'm listening to a Chesterfield CC but want also to hear activity in Richmond & Henrico.
Other TGs, however, may be more restricted. I rarely hear a public works unit from one locality on another's CC, and that's also true of police and fire TGs dedicated to administration, surveillance, etc. Not sure about Fire TACs for that matter.
If you use separate banks, I would keep a couple of sub-banks open in each bank for police and fire dispatch TGs from other localities. That way, they'll be identified on your display if you hear them in a different bank than the one assigned to their locality.
