Two questions for you:
Are you located in Richardson? Or at least very close? That system, at least for me, seems to be one of the weaker ones on the DFW area. I rarely hear it, regardless of scanner or antenna used, unless I'm fairly close or passing through. Does not matter whether I'm using the PSR500, my 396, 996, or the BR330, nor which antenna. But I'm probably 12-15 miles out. I do hear Garland, Plano, Mesquite. & Carrollton just fine.

Second, you are programming using the AFS codes. Make sure that the DEC box did not accidentally get checked under the trunking options. If nothing else, use ID Search instead of ID Scan, in case there have been unreported changes to the talkgroups.

Since you are in Richardson, then either you're in a really dead spot, ot something else is the problem. Such as scanning inside a house or building that is absorbing too much of the signal (my house has aluminum siding, for example). Or, too close to a cell tower that is causing the unit to overload & desense.Which antenna are you using? The Radio Shack 800mhz, the stock antenna, or something else?

Your programming appears correct. EDACS Standard is correct , as is the LCN order you've listed. Did you check for AFS talkgroup selection as opposed to DEC? You might attach your Richardson *.usd file here & let's see if there is anything that was not obvious. You can also download a Richardson file from the files section of the DFWScan Yahoo group. It's a 996 file, but it will work just fine in the 396. (I swap files between my scanners all the time.)

I have attached my Richardson, TX 996 file which should also work in a 396.

I haven't updated this file since December 2006, so you may need to tweak some things but I know it works for me.

Okay, I just updated the file. There was only one change that needed to be made to add an unknown Fire talk group (535).

Here is the new file.
