I have a conventional system containing the frequencies in the statewide apco 25 band plan for my 396. It seems to work well where ever I go, but you have to be close to the mobils to hear them. Incidentally, my 396 was lost when the car was stolen in New Orleans recently. The new replacement arrives tomorrow.

I have tried using but I think there wrong. I'm not hearing anything i'm using a BCD396T scanner.
Be sure that for any frequency listed as APCO-25 (digital), you have the channel set as PL/DCS (tone/code) set as "NONE". Don't set it to "Search" either. Any of those settings, Search, or with a DCS code, or a PL tone, and you'll miss any digital transmissions. I believe most (if not all) of your area is digital for Tx DPS. See the attached file for an example.

As layjohn noted, you'd have to be close to the mobile unit to actually hear them. You're more likely to hear the bases, and any mobile repeaters in range, than you are the mobiles themselves. Also, what antenna are you using? The stock antenna is not the best choice. The Radio Shack 800Mhz antenna, while great for listening to trunked systems, is (in my experience) only fair for Uhf. And, using it, I lose some of the Vhf-high systems I'd like to hear. A better choice, for Vhf & Uhf, is something like this. The drawback is it's length. There are a number of other antenna choices. Spend a little time in the Antenna forum for other suggestions. In town, I use the R/S 800 because most of my listening is trunked systems, & I carry another scanner that covers the Vhf-high channels well. Out of the metro area, I switch antennas, as the areas I travels to and through primarily use Vhf, as does DPS. Very little Uhf, and almost no 800mhz.
