I haven't worked for RSO since 1995. Glad to see they're finally dumping that EDACS system.

Interesting that the system design turns out not to be right, the contract cost increases but the price stays the same? Perhaps Riverside county have worked with the Bat before - whatever they SAY the cost will be, make sure that you have "project contingency funds" to cover the amount that they underbid by to win the business. That way, you don't have any problems with nasty taxpayers asking awkward questions....

It says the system is supposed to be 700/800 MHz and VHF (P25 and encrypted). Hopefully dispatch remains in the clear and not turn us into Orange County Part 2.

Why wouldn't they go encrypted?
It's going to be a sad day when that system goes online. I don't see a reason why they wouldn't encrypt the sheriff and other law channels.

Last time I paid any attention to it, there was going to be some P25 elements, but it's not going to be a pure P25 system. I expect it to be rather challenging to monitor, to say the least...

700 MHz only

Actually, according to the revised Region 5 700MHz plan, dated 16 February 2009,
This allocation also includes additional channels for the County of Riverside so that agency can implement their new radio system entirely on 700 MHz and vacate their 800 MHz licensed channels to facilitate 800 MHz rebanding in Southern California.

Since the FCC requires 700 MHz to be digital, it looks like the new system will be all digital.

You lived through the worst of that system. By the time you left, it went through a couple of upgrades that did manage to improve things a tremendous amount. The real problem is that the county had a case of the cheaps, and didn't build enough sites, and they used one radio in the cars for both voice and data. It was a recipe to fail. But really... all in all, I came out of it quite impr3essed with EDACS. It's actually a helluva system. All the problems Riverside had with theirs were self induced.
