Last time I was in Riverside I was unable to monitor the FD on their frequencies.

Does anyone know if they have changed their frequencies?

Depends which of the frequencies you were talking about if it was the tacs they are M for mobile which would probably mean hand helds and if so you would need to be close by the incidents to listen to the tacs however the RIC tac is both repeater and mobile which you should be able to hear away from the incident. Also do you have them programmed right and have them unlocked in your scanner?

I had everything programmed correctly into my XTS 5000 but I heard nothing on Dispatch or the repeated command channels.

No just didn't know if there was a scanner that could decrypt them

Ummm, that would defeat the whole purpose of encryption. So no you will never be able to monitor encrypted traffic without the specific key being loaded into a radio legitimately on the system.

Great question... was wondering who is the primary user...

Could be that Riverside LE might move over to their own system due to coverage problems. Also, maybe fire moving too. It's a possibility The City of Riverside might might their own system with all of their own public safety on that system.

Also, probably all of city services too including code enforcement, public works, and animal control and so on.
