Riverside Sheriffs - 15-ENCPT talkgroup

Does anyone know what this talkgroup is used for? I heard some activity on it yesterday but was not able to spend enough time monitoring. Sounded like units were on handhelds based on the humming in the background when they transmitted.

By the name I would have thought 15-ENCPT was encrypted, but I guess not.

This is for special surviellance activities. Its probably destined for provoice mode in the future but I hope not.
