For several years Rochester FD has a license (WPMQ841) for several VHF frequencies with towers at Public Safety Building and Morrie Silver Way. I heard that the purpose was for enhanced in-building coverage in the Inner Loop area. Frequencies are 154.3625, 154.375. 158.7675 and 159.1875. All are 5 Watt except 159.1875 which is 50W.
I have not observed and no activity has been reported on these frequencies. In checking for activity, I now observe an unmodulated carrier keying up on 159.1925 whenever Monroe TG 1704 Rochester FD Dispatch is active. Continued monitoring indicates consistent presence of this carrier always coinciding with TG1704 activity.
Does anyone know the purpose of this and why it is operating 5 kHz above the authorized frequency?
