From what I am hearing, Rockbridge's new system is due to go active sometime around September 2017.

Here is what I have on the system so far:
Two licenses for P-25 Trunking (Phase-1) issued: WQXF987 & WQXJ324. From the locations on the licenses, it appears there will be a North and South simulcast systems, with info from the map, the dividing line between North and South appears to be State Road 623.
WQXF987 appears to be the P-25 trunked simulcast system for the NORTH-END of the county.

WQXJ324 appears to be the P-25 trunked simulcast system for the SOUTH-END of the county.

Additionally, during the same time period that the above licenses were issued, another license: WQXG436 was issued for is only for 453.32500 MHz (narrowband conventional FM) with three sites. Listed for 500 pagers.
Site-1 - THE KNOB RD, GOSHEN (ROCKBRIDGE) VA
Site-2 - 680C Ridge Road, Davis (ROCKBRIDGE) VA
Site-3 - Big Bend Road, Lexington (ROCKBRIDGE) VA
Could this be a new countywide paging channel for public safety, for after the transition to trunking? The same frequency is currently their Fire Dispatch channel under callsign: WPKX406.
