Three channel pairs is really not enough to efficiently support a trunk system for public saftey unless this is going to be an LTR TRS. LTR is not recomended for public saftey so I hope not. Do they have more channel pairs already allocated to them?

A very easy FCC search turned up this:

Translation - same 3 freq pairs; single site at location 1(FB2=Mobile Relay) with a control point at location 3(FX1=Control). Location 2 is the 101 mobile units licensed on the 3 repeater inputs and outputs.

1,

EDACS would work just fine with three frequency pairs (one control channel, two voice channels) for public safety trunking. After all, how many talkgroups would one borough need?

Three channels for any kind of trunking is not used as a normal thing. Motorola and Tyco GE Toaster company both require a control channel which ties up one of the three. Yes I know there are flavors such as voice on control and SCAT but the norm is 5 channels.
Do they have that many units in Roselle?

Roselle Park has had those frequencies pending approval for over a year now. It doesn't make sense for a town that has less than a 3 mile radius using EDACS or any other trunking system. They're just looking for another excuse to spend money so the tax payers can pay for it. I hope they don't get it approved!

With their MDT's and cellphones getting heavy usage for comms the PD certainly doesn't need a new radio system.
