The Daily Herald reports that Rosemont will contract with Norcomm (the one in Northlake) for 9-1-1 service.

While not stated in the article I presume they will remain on the same frequencies they now use until we hear otherwise.

Rosemont was the last town under 25,000 population in the area with an independent 9-1-1 center.

I have to imagine that between the hotels, restaurants, outlet mall and convention center that Rosemont has a whole lot more people in their city on average than the population of 25K :)

When Illinois passed the latest ETSB bill where they enacted laws where the State Police oversee ETSB operations and seized all ETSB funding the State also mandated consolidation of 911 call centers.


This was a major power grab by the State and was all about the money from surcharge on land line, cell phone and VOIP fees for ETSB/911. This law has added so much more bureaucracy to the ETSB/911 systems and has completely taken control out of the hands of local ETSB Boards.

I feel sure Rosemont losing their 911 PSAP has something to do with consolidation. There are a lot of dissatified people with the mandated changes in Winnebago and numerous other counties with multiple cities, towns and villages.

Rosemont is it's own little fiefdom and is not very receptive of outsiders in their business for those who don't get my previous post

Both are over 25,000 in population. The state law mandated consolidation for PSAP's serving less than 25,000.

The Daily Herald reports that Rosemont will contract with Norcomm (the one in Northlake) for 9-1-1 service. (It's actually in Leyden Township in the fire department basement, who also dispatches for Melrose Park Esda and a few other towns.) Word is that they will move to Rosemont and operate out of a new dispatch center.


Northlake still self dispatches and is under 25,000, however their on the county node. Unless that has changed. It would be nice to see them dispatched by Norcom or county.

They might handle radio dispatch but not 9-1-1. 9-1-1 is answered by Cook County and calls forwarded to the dispatch center, at least it was the last time I was aware of it.

I recall that there were 3 towns in Cook County that had no ETSB or 9-1-1 surcharge before the new statute took effect: Golf, Northlake and Winnetka. Golf was handled by CCSPD for 9-1-1 and dispatch on the county radio, Northlake was forwarded calls answered by Cook County. Winnetka paid for 9-1-1 out of budget with no surcharge and had its own center. Wireless surcharges (collected by the state and distributed to the local 9-1-1 ETSB's) were sent to Cook County for Northlake and Golf and directly to Winnetka.

The statute covers 9-1-1 answering, not dispatch so communities are allowed to handle radio services as they see fit. It is usually combined with 9-1-1 but not always. Legally any town could do radio dispatch themselves regardless of size but not answer 9-1-1, as Rosemont has discovered.
