RPV599 A Plus 100MHz - 549MHz ??

When I go into programming my Relm RPV599A Plus radio I have the option of going all the way down to 100MHz and all the way up to 549MHz. Since this is a VHF radio, why in the world would I have this wide range? However, the lowest I can program is 144MHz and the highest near 180MHz. Is there something that can be enabled to open up those other frequencies? And if not, I wonder why they are listed in the radio??
