RS Pro-160 How to unlock banks?

I just received a Pro0160. I am trying to unlock banks 1 and 3. I can program the banks, but cannot unlock them for scanning. I have read the manual and tried the procedure to unlock banks on page 33 Turning Banks On or Off but I cannot seem to get it to work. The Select Bank screen shows black in all the boxes. Been trying every thing except resetting the entire scanner. Looking for help. Firmware is V1,20. Thanks in advance. Andy

Does the keypad appear to be locked? Try pressing the FUNC button and then the light button will lock and unlock the keypad on similar scanners.

That doesn't do anything. It scans Banks 00, 02,04,05 but not 01 or 03. Trying to get them to scan.

Do you have frequencies in banks 1 and 3? Are they locked out? Are they programmed as conventional or trunked?

I have some frequencies in both. They are not trunked. Just can't get Band 0 and 3 to show up.
