RS PRO-164 LTR messages

I have the RS PRO-164 I have frequency 454.625 in channel 18, this is the channel that this frequency belongs in it is a LTR frequency. My question is it shows at the bottom this LTR 0-18-010 R18 OFF, how do I turn it ON or is it suppose to say OFF ?
