RS Pro-197

Just purchased a used Radio Shack PRO-197. It is programmed with east valley PD & FD, BUT when a department transmits, it clips the transmission. I do not hear the complete dispatch, the frequency stays locked on the channel, but it sounds like on a conventional scanner, where the squelch it too tight.
I went thru the menu and removed all attenuation, still clips. Any Ideas???

Anyone have all Maricopa county PD's and FD's. MCSO, also PCSO, Pinal county PD & FD's?
along with FBI, BATFE, DEA, Prisons and News Media (not asking for much am I)
I would be willing to pay a small fee to get all that cloned.

I have Maricopa County PD & FD plus MCSO. I used to have programmed Pinal County, but for some reason it was messing with some of my Maricopa County so I don't have it in anymore. I also have FBI (never heard), DEA (only hear when something going on) and border patrol (occasionally hear). I also don't have the media anymore, don't know what BATFE is and prisons got boring so I 86ed those. I have a pro-106.

Is this on the digital side?

Are you listening to digital or analog? The digital in the last few days as far as Mesa Fire and PD have been really bad in the past week. The conversations drop off and sometimes you get a word or 2 in a sentence. Its not your radio is the digital radio that they have. The police hate this radio system. Fire is still running off of the old system simulcast.
