RS Pro 651 Signal Meter

Hello all. I was unable to post this in an existing signal strength thread.
I have a Radio Shack Pro 651, which I have just managed to get reprogrammed here in a new area. Thanks to all those who assisted. Even tho I am in a known very good signal area, my meter on the 651 hardly shows any strength if any at all. When I first bought the scanner a few years ago, I was able to and go in and tweak something and improved the meter, but for anything I cannot remember how I done that. The thread I found here addressing such matter advises to go into Settings and to RSSI, and adjust the values. I have looked a few times and I don't have an RSSI option in my settings. Any different course available? Thanks!!!
