RS Pro-94 Trunking Help in Ocean County

I've followed the directions to input the Ocean county trunked freq's into a separate bank for trunking. All channels are in, then it won't find the control channel. It just keeps cycling through the programmed freq's. I don't know what is going wrong. Any help would be greatly appreciated!

Did you program it as E2-UHF, and enter the base frequency, offset channel and spacing? If not, it won't work.

*ok... now it will not let me enter offset as 380... the scanner says "error" The scanner will only let me enter a number between 12.5 and 100. I'm not sure what that means...
Any advice?
