Can the SDR Play RSP-DX be used in a car or in a portable use?
How would this be accomplished?

How do you mean "portable use"? You can certainly bring a Windows laptop or tablet and your SDR software of choice to drive said RSP-DX...

Portable use I mean away from my house in my car, Need now in that type use to know how do I use it , control it etc.

Not without a Windows laptop or tablet & SDR software. If you're looking for a totally autonomous SDR, perhaps consider the HackRF One with Portapack

I've used a couple of SDRs in my car with decent results on HF and VHF/UHF. I just took the coax from the SDR and threaded it into a chain link fence. Directly connecting it was overload city, but an induction put enough signal into it to work pretty well.

You can find really really cheap laptops out there that will work fine. Less than $100, easy. I have a little 10" Samsung with Windows 7 that I use and it was like $199 brand new about 5 years ago, I saw someplace a couple of months ago had the same units used for like $79-99, depending on HD size and condition. If you want a 15" laptop, they are all over for little money.
