RS's 800 Mhz antenna for DC's public safety?

Hi, I was at radio shack the other day and I saw the 800 mhz antenna for the pro 96.

I was getting ready to buy it, but then I remembered that the police were on 400 mhz.

Am I correct in thinking that the antenna would only help with what I hear on the 800 mhz side (fire and ems)? So would it be like not haveing an antenna for the police 400mhz side?

The Radio shack 800mhz antenna also works very well on VHF and UHF. You shouldn't have any problems as I can pick it up clearly from several spots in Fairfax County using the RS antenna on a GRE PSR-500.
