you will not be able to "use" it (with just the radio) its going to be software that will use it.
it will give functionality similar to this

IMO no scanner software maker has made anything worth your time yet.
RSSI = Relative Signal Strength Indicator = provides an approximate measumement of the power of the incoming signal

when I did a search originally I had http://www.proscan.org/ as the only one who actually used the functions on the radio. and people did say freescan/bctools had it on a feature request list. (i have a post somewhere but couldnt find it fast)
The BC246T does not report out RSSI (it does not have the hardware to support it).
