There are no scanners on the market that will receive this format. So I'm guessing that's why there is minimal information posted on the link below: Logan County Public Safety NXDN Trunking System, Russellville, Kentucky - Scanner Frequencies There are some conventional frequencies in use, but they look like dispatching frequencies (as in tone-outs).
