S-Meter on Uniden BC780XLT

I have had a Uniden BC780XLT for a while now and it's served me very well. I still consider it one of my favorite scanners. One thing I've noticed about this radio is that the S-Meter doesn't seem very accurate. Basically when there isn't even a signal the S-Meter is around 2-3 Bars. When someone transmits it's always at Full Bars even on weak sounding signals. My other Uniden scanners (BC796 and BCD996T) do not have this problem and will display proper readings. AM or FM it occurs but seems to be worse on FM signals. Any idea why the BC780 does this and is there a way to adjust it?

I noticed the same thing when I used a 780 for a few days.

In my non-technical opinion, it's not an "S Meter" as such, but derives it from the audio AGC circuit. IE: the strength of the audio determines the signal bars. It's very deceptive.
