Yes!
If you go to the Hamilton County/Cincinnati system page here on the database you will see which ones are encrypted and which are in the clear digital.
Basically all dispatch talkgroups are in the clear and all car to car and tac channels are encrypted.
The control channel is the one used by the system for computer/data control of the system. All you will hear is a data buzz.
These are indicated in red with alternate control channels shown in blue.
