Listening via skip, I think this is the setup -
Biddeford FD and Saco FD both page out their calls on 158.7825 - DPL 516
When Saco FD units are paged, they are told to operate on "Saco Ops" which is apparently 151.28 PL 192.8 simplex (base and mobile)
When Biddeford FD units are paged, they are told to operate on "Biddeford Ops" which is apparently 151.145 simplex (base and mobile)
Biddeford can talk to Saco on 158.7825. Biddeford might be able to page out Saco units via 158.7825 also.
Biddeford might be the PSAP for Saco, but Saco retains their own dispatch center. This might explain why the radio channels are used this way.
I didnt find any license for Saco nor Biddeford for 158.7825 in the FCC ULS. They are licensed for a repeater on 155.6625, but I have not heard anything on that channel.
