If I program the Trunked ID's for an agency that isn't close to me but uses Hoosier Safe-T for their radio traffic would I be able to pick them up off of the Tower Close to me?

It depends, but probably not. Except in the case of the main state police post talkgroup, a radio from that talkgroup would have to be affiliated with the tower close to you. Basically this means at least one user of the talkgroup would have to be in range of your tower.
