Disreguard I found out my answer after comparing the two, didn't really look at all the details in depth, oops!

Is there any specific changes needing to be made to the Uniden BCD436HP programming for the new system, or will the scanner automatically pick up the T3 system?

They are separate systems, you must program the CapMax system separately. Note that Sentinel doesn't include CapMax systems because Uniden hasn't bothered to fix several glaring issues in years, so you'll have to manually program it or use ProScan.

You will need to program the new system as a separate system from the CON+. The last time I checked there is no traffic except testing on the TIII system and new Talk Groups may be encrypted when the come in service. Sentinel does not support this TIII system. You will need to use ProScan or other program or program manually.

If you are monitoring the present SaiaNet CON+ any frequency that has been converted to TIII will need to be deleted or the scanner may mistake them as still on the CON+ system.

I hope they’re not encrypted.

Niagara Falls site seems to be moved to T3, I noticed the Digital Status keeps flipping between CON+ and DMRT3, not sure how to determine the updated info though.

You have to be careful no T3 frequencies are in your Con+ frequency list and vice versa since the scanner can't tell the difference and can park on the other mode control channel.
I need info from users with DSD+ to keep the RRDB info current as frequencies are migrated to T3. I believe the T3 system is still in test status with no known regular users yet.

I just checked the Con+ Site 8 frequencies and only found Con+ CC's and no TIII transition yet. Not to say they weren't testing it, but Con+ Site 8 is running and no TIII Site 8 is active as of right now.

If you really want to get into checking out Con+ and TIII systems, I HIGHLY recommend getting an SDR and DSD+. It opens up a whole new world compared to the traditional scanners.

I am scanning Niagara Falls stuff, right now I have a frequency of 424.750 [licensed to 1340 AM WLVL News Crews] showing a CC of 6, TGID of 0, and the Digital status reading "DMRT3" and from my house I stay I'm between -110 and -114 on the RSSI meter.

Could this be a new frequency used by the Saia Tier 3 cut over?

Like before it flip over to CON+ on the Digital Status.

The frequency 424.750 is Saia WQCE961Buffalo. That WLVL listing is either bogus or long expired.
You are not likely to hear any voice on the T3 system since it is still just testing. What Color Code is it showing? That could narrow down which site it is.

The CC was showing 6, which matches the current SaiaNet site of Grand Island.

Good catch - thanks for reporting it!

@ak716 is analyzing the details for a submission. He found Site 1 is now showing Site 26, Grand Island, as a Neighbor with Control Channel LSN 123 which is 424.750.

RRDB updated. The various Site Neighbor Lists seem to be changing as the system is built out. Many Sites on the NL are not yet in service.

A second channel has been added on Site 26. Also seeing some voice TG activity on the system this morning but it is TE and also secure LRRP so nothing to monitor.

TG 500131, while encrypted, appears to be a patch of Cheektowaga PD Ch 1. Everything is new, and who knows if/what will change, it's ENC, so there is no real need to submit it yet, but just an FYI.

There's a good chance that listeners of the Con+ system who are used to hearing 99% of the talkgroups in the clear are going to be pretty disappointed as customers start to migrate over to the CapMax system.
