513501 just said Penfield Base so it is Penfield CSD. I don't have a positive ID on 503301 yet but I am also seeing private calls from what appear to be their RIDs. It does seem to also be Penfield CSD.
513301 and 513501 are definitely different radio fleets.
What I am hearing on 513301 was mention of a location outside of Penfield CSD so I was thinking it could be private or special school transportation for the district which I why I said no positive ID yet. I was also thinking different RID series could be vans vs buses.

BTW - I have been hearing BNIA Fire TG on Rochester all morning. Must be an affiliated unit in the area.
Penfield TG would be 513501, 513502, etc. The 513301 tells me different fleet, likely an adjoining, or close School District
Everything I hear so far on 513301 sounds like special transportation vs routine school bus operation. Mentioned "St Paul" that could be Rochester School for the Deaf. Just told a unit "You can come back. Nobody needs a ride today".
The TG 513301 I've id as Hilton CSD Buses as work out that and schools mention are in Hilton. I've also hear 513501 Penfield mentioned number times.
Possibly Hilton CSD?
Hilton fits with what I am hearing. There is St Paul Lutheran School in Hilton.
