I Live in Port saint lucie and I want to get into listening to police and fire rescue, what would be the best scanner for this?

Uniden models 396xt, 996xt, 436 and 536 models, the GRE or the new Whistler models. Radio Shack has been closing out the 996xt models at some pretty good prices. Florida on the other hand has developed many systems that have gone encrypytion so these CAN NOT produce ant listening for users. These scanners will allow you flexibility to scan or monitor most.
