Salem New P2 800 System

I'm running my log viewer on a Uniden 996P2 radio today and received hits on the new system being installed.

Site 2 Lowen (NW Salem) 851.6000 RSSI 690-731, 852.0500 RSSI of 690-746, rx count 5
Site 4 State St 851.6000 RSSI of 481, 852.0500 RSSI of 746, rx count 2
Site 3 (Keizer) 852.0500 RSSI of 733. rx count total 4.

No voice. Once or twice I heard a weak carrier sound. I have all 5-6 sites programmed and this is the most activity I've heard so far. Sounds like SPD/ SFD and Keizer PD are getting closer to testing it, BEFORE they flip the "scrambled" switch!

Did i read that correctly, that Salem, and Keizer PD are going to switch to the E word? Is this a tax funded system? Meaning the tax payers, paid for this? Just wondering if they got any grant money??

Its not good idea , to talk about the E word, as much as its sad to see police moving to the E word, its a lost cause, in less people do something to change it, but i highly doubt that will ever happen.

My question was how the new Salem system is being funded? Just wondering if anyone knows.

Have you found any P25 control channels? I scanned all the frequencies that are licensed to Salem as P25 and didn't find any.

As to who is paying? Taxpayers are paying one way or the other. WVCC (Salem Dispatch) is partially funded through user fees paid by agencies that use their services.

After reading the article, it sounds like a BIG waste of money. Kind of like what WCCCA is doing with their planned P2 system. SPD talks about "being able to communicate with other agencies", but in reality they WON'T. It would have been very easy to patch the existing UHF to the existing 800 SPD TGs decades ago. There's no mention as to how Marion and Polk Counties on VHF are going to be able to do ANY inter-agency assistance. It's going to be a mess like it is now. I listened to a chase in October and it was a cluster.
This reminds me of Yamhill Co years ago. The "we have Lowband and everyone around is either 800 or VHF, let's be different and go to a UHF MPT-1327 trunked system.
Looking at the licenses, I think Salem may find the same problems Portland Fire has with digital. Coverage is either a 1 or a 0 and simplex to TRS TG repeaters are needing to be used more and more on incidents due to poor radio coverage.
As for encryption, I see reasons for and against, but Salem (and WCCCA) can learn from PPB's model (not Clark Co's), mostly clear with some secure Tac channels. My real question with it's been an option for decades, why bother now.

I am hesitant to even bring it up, because I know how volatile conversations about the big “E” word can be, but since the OP brought it up, is there any actual evidence Salem agencies are planning to use it? A simple yes or no will suffice. Simply curious if this is fact or just fear.

Yes, last I heard it will be full time on ALL law channels.

2/17 is the cutover date to the new P25 system for Salem PD/FD/City Services and contractors. There are suppose to be several SITES operational, not just one. (4-6) West, South, State St, etc. Voice testing is ongoing currently. Keizer PD is a 800 user, but I haven't heard anything about them moving to Salem's P25 system yet. MCSO, Turner and other small law agencies (Woodburn, Mt Angel, Silverton, Stayton, Aumsville) will continue to stay on VHF for now.

All the frequencies currently being used by Salem p25 system are licensed to 8 sites, 4 of them are identified. My guess is this is a multi-site "Simulcast" system and will broadcast on all towers.

Fire and EMS have switched over today. (SPD still on UHF, Keizer PD still on B system, All Salem City services are still on A Sys. -So far...)
Here are the talk groups I've gotten so far. Busiest is "EMS Ops" talk group with 50 at last count.

24551 EMS Ops (Falck)
24258 Fire Ops Testing
24363 Radio Techs testing
