The "Salem Public Safety" system in the RadioReference database has been depreciated.

Please see A Tower and B Tower.

If any inaccuracies are noted, please use the appropriate system's submission tab to send updates into the database.

866.425 used to be repeated from the trunked system for fire traffic. It's not in the database. I seldom get down that way so I haven't had a chance to hear it lately.

Also, there are quite a few Portland Simplex freqs. not in the database.

As Joe intimated, 866.425 is a conventional frequency, referred to as "C-Tower" and is basically just used for communications when units are working incidents in the far south hills of Salem where the "A-Tower" doesn't penetrate. After the move of "A-Tower" from downtown to the West Salem hills, the signal quality improved dramatically throughout South Salem so the "C-Tower" frequency isn't used quite as much. Salem Fire Department provides contracted services for Salem Suburban Fire District which, in Marion County, extends southward from the Salem city limits to the northern/northeastern boundaries of Jefferson Fire District and Polk County Fire District #1.

Hope that helps explain things. It doesn't repeat the normal fire talkgroups but simply is a conventional frequency (repeatered) that is used when the trunked system cannot be used due to reception conditions. Normal fire talkgroups are then Ops 1/Dispatch, Ops 2 and Ops 3 with others being used for special purposes.

Quick question I currently have tower A programed in bank 4 and tower B programed in bank 5 can they both be in the same bank or do they have to be in 2 differnt banks?

You can put them both in the same bank..... BUT you won't have any idea on which one you're listening to.

These are two completely different systems, with the only exception being that some of the talkgroup ID's for certain talkgroups are the same. If, for example, somebody is on Fire Ops 3 using "A" tower, you will NOT hear the same traffic on Fire Ops 3 on "B" tower.

I recommend leaving them in separate banks. "B" tower appears to be (from somebody that doesn't live there, and only monitors in passing) primarily devoted to issues events and agencies in the north end (i.e. Keizer, North Salem). "A" tower appears to be everything else.

I've been wrestling with a Pro-163 for weeks regarding the programming of Salem's 800 system. I've recently had the firmware flashed and still can't get the system to track anything 'fire related'. Is there something special about all the fire related talk group ID's? Some special setting/feature? I can get public works and anything else in there so long as the talk group bank is left open but even then it won't pick up and track a single fire radio transmission. Occasionally the display will flash intermittently the dispatch or Ops 2 group ID but you'll never hear any audio.

Best thing I can offer is that you need to make sure you put in the "custom" bandplan for the rebanded system. Not sure how that works on the -163... Used to be that Fire calls all went to the same frequency which requires the custom bandplan...

Do you hear anything when you listen in "open" mode?

Thanks for writing back.

I have both the Salem(A) and Keizer(B) towers programed in two separate banks. I have every group ID programmed into both banks.

Currently, I hear nothing on the B tower. Oddly, there is no data/handshake noise on any of the frequencies programmed. Not sure if there's suppose to be on the B tower. I thought every system had to have one.

On A Tower in open mode I occasionally will hear a bleep from a Cheriots Bus supervisor (way cool...) or something from Community Enforcement. In closed mode, I never hear anything from anyone. Most of the time in either mode you can watch the display flicker on just about any and all of the group tags but it never stops and opens the audio so you can listen to it.

I have nothing programmed into the custom tables as I've never seen any information anywhere to program it with. The presets in the Win97 software table change the 5 digit channel IDs to hyphenated alternates (700-00 and 600-00) when I change the presets to anything except the default 'select...'. I read somewhere that Motorola Type 2 should leave all of the tables to S00. So I have. If their (table 0-7) not suppose to be S00 what are they suppose to be?

I can't believe that setting up a trunking scanner can be this hard. There is something painfully obvious that I'm missing or this box is busted.

Those are NPSPAC and Region 35 mutual aid channels. None of them will have a control channel.

To the OP, I don't have the information handy, but if you search my posts, you'll see one where I list the specific bandplan required.

The fleetmap (S-0 through S-7 that you reference) should in fact all be S-0 (or type 2, as the case may be).

I think it is in the wiki somewhere too, check under the rebanding information.

This is my understanding about rebanding the PRO-163 & 164 scanners:
Part of re-banding requires changing the freqs. in the 866 to 868 range to the 851 to 854 range by subtracting 15MHz. Freqs. with a 5 in the 4th decimal place fall within the existing 1-120 channel numbers. BUT freqs. with a zero in that 4th place do not have a corresponding channel number in the 1-120 range. So Motorola "borrowed" channel numbers 440 to 558 to use for those freqs. To be able to hear those new freqs., the scanner needs to have a Custom Band Plan put in that adds channels 440 to 558, freqs. 851.0250 to 854.0000.

Also, I have read in the RadioReference group that the PRO-163 & 164 do not have the capability of adding these Custom Band Plans manually, but they can be added using software. I don't know which software, but a search of that group should find it.

These are the Custom Band Plans that need to be added:
Custom range 1; Lo base freq 851.0125, Hi base freq 861.9875, Offset 0, Spacing 25.
Custom range 2; Lo base freq 851.0250, hi base freq 854.0000, Offset 440, Spacing 25.

NOTE 1: You may not need the Hi base freqs.
NOTE 2: Some systems have a peculiarity that requires #1 and #2 to be reversed (enter #2, then #1).

It's not the system that requires the entries to be reversed, it is the scanner. All of the Pro series scanners require the 440 entry first.
