I hate to be picky, but that's not quite correct. SysID 3521 belongs to the Airport, and therefore also belongs to Salt Lake City. SLCPD has the ability to switch over to the Airport's system in the event that their system fails. With some of the changes going on at the Airport (read: new director), things may change again. There is a rumor that the City is going to increase it's radio capabilities in the next two years....

the city traffic from the main channels (liberty and pioneer) are simulcast onto the UCAN site for interagency use. So that is why they are listed on both sites. Yes, you can usually pick up the main tg's on the ucan site, but when they switch to some of the other channels like car to car or swat, they aren't on the simulcast and you'll have to listen on the slc system
