Salt Lake County VECC Fire Archive Issue

I am trying to access an archived file here and it tells me access denied on the Winamp feed. On the Web Player the audio never begins. What is the issue?

Some feed providers can request that their feeds not be archived. I think you found one.

How bizarre. The files are practically empty (231 bytes instead of the ~3.5 MB that a mono feed's file would usually take up). The feed seems to be using a variable bitrate, so that might be causing it.

I thought I had read before that providers were not supposed to use variable bit rates?
