Same NAC on adjacent OKWIN sites - how does controller handle?

The Tulsa P25 OKWIN site and the new-ish adjacent/neighbor Hominy site 69 both have 92F as their Site NAC.
Site NAC is the gatekeeper to let a mobile/subscriber into a site.
If a mobile is in a fringe area between these sites c/would it switch back and forth at each transmission if strengths vary?
Seems odd that OKWIN would assign same NAC to adjacent sites!

The NAC is just like a CTCSS tone. The radio is going to look at the site ID and affiliate the sites based on how the radio and system is setup. There are no overlap on channels between the two sites, so the radio could care less on the NAC when determining the site.
