163.1000 is a Common shared Federal Channel.
Agencies from A-Z [Search the wiki for 163.1000]

$167 does help to narrow down the Possible Agency as 167.9 and $167 are the
common PL and NAC for the Federal Bureau of Investigation, altho other agencies due also use it.

Now having a RID does bring your percent of a solution up to 90%
319xxxx for a RID for units from the Houston Field Office of the FBI

Federal Interop

RID 1 has been seen before where the Repeater is ID'n vs the Radio on the input
Could be an LE3 Repeater being installed for an event upcoming

There does appear to be an LE 3 repeater in Houston at least since August 2019. As of this week there is also evidence of a repeater on LE 5 (168.4625).

I didn't see any major [NSSE] events scheduled that would require some ramp up of services.
Anyone know of anything coming up?

Altho there has been a push by some of the Federal Agencies to use the Interops More and More
We have [Region 1] FEMA ramping up IR 11 in/around the State EOC's networked back to the Region 1 ROC

And the DOJ Interops have expanded outside of the Major Cities and many have begun using the Interops
vs going out and obtaining thru NTIA additional pairs, could be related...just conjecture on my part

So Test tone on 167.750 NAC 68F TG 1 RID 1 means what exactly. Sorry just trying to understand

Means that a test tone was heard on Freq 167.750 using NAC (Network Access Code a feature of Project 25 digital radios similar to CTCSS or DCS for analog radios) 68F, on Talkgroup 1 (the digital group the transmission is allowed to talk to or hear on their radio) identifying as Radio number 1.

Using the Talkgroup number you can see what group it is (IE State Police, Prisons, Fire, etc) and the Radio ID will identify the user (helpful as on most larger systems RIDs are assigned in groups (IE: 1-100 state police district 1, 101-200 Prison XYZ employees, etc).

Generally a RID [Radio/User ID] is the assigned number that is sent out but the Portable/Mobile/Base/Repeater so other can see who is talking or keying up the radio

ie: from the Original post that started this thread 3194190

Originally I thought maybe it was from a mobile command post. However, since it's recurring, I'm speculating that the FBI (based on some circumstantial evidence) is standing up these repeaters in Houston. I've also been seeing aerial surveillance using 167.75 simplex. Some radio ID logging is needed to further investigate users if these continue to be active.

To answer your PM, but also share with any others who have the same question
you should generally have any of the Federal Interops and Public Safety Interops pre-programmed
