Whatever it is, it appears to be NXDN, with exception of the 173 freqs which are assigned to the fire department.

I pinged my Kenwood rep who also covers that area. I know he's been working with the county for a while. If I find out what's going on I'll let you know.

The last two frequencies are likely for mobile repeaters.

Hollister PD is what the Kenwood rep says. FCC license shows that also.
ULS License - Public Safety Pool, Conventional License - WQYM909 - City of Hollister

The last 2 are vehicle extenders. 2 watts shown on the license. ULS License - Public Safety Pool, Conventional License - WQYB604 - City of Hollister - Frequencies Summary

I'm hearing suggestions that San Benito County Sheriff will be switching to NXDN capable radios so they can interoperate with Hollister PD. The current San Benito County Sheriff license all show analog FM, though.

I'll add a little possible rumor to the mix.
San Benito County Sheriff may be looking at switching to NXDN.

San Benito County has a pretty small budget. Sparsely populated, low income, etc. NXDN would give them P25 like features for a fraction of the cost. Their system is pretty spread out and the county is pretty rugged. Very narrow NXDN might give them some better coverage than they currently have with analog. Should be interesting to watch.

So far there has been no switching to NXDN. San Benito SO and Hollister PD are all still on analog and the Chief of Police David Westrick said something on Facebook that the county got a grant from the gov. to add more base station repeaters around the county to cover dead spots for radios.
