San Bernardino Co. system 9?

Just today I realized that system 9 was quiet. Checked all of the control channels, and they were all good per Radio Reference. Yet none of them were active when I manually stepped through them.

Any one know what changed? (I still receive systems 6, 8, and 10 just fine).

I'm in the flat lands of San Berdu-du. I think that I'll go up to a higher elevation (CSUSB and/or the upper Highland area and see what, if anything I can receive.

I heard just a few noisy transmissions at Boulder and Highland (in the Walmart parking lot). The control channel ranged from 0% up to a rare max of just 33%. Didn't try monitoring up by CSUSB.

I don't even get that system on my handheld in Glendora. Comes in great when I visit Chino, though.
