In my travels I've come across a bunch of UHF freqs. licensed by San Juan County. Usage of one, 453.6375, repeats SJSO Ch. 1 155.250.
Other freqs are 453.750, 460.125, 460.1375, 460.2125, 460.2875, 460.3375, 460.450. Also a couple VHF freqs 159.4725 & 161.850.

Anyone in the know have any idea what these freqs are used for?

From what others in state use uhf for,

ERT or detective type vice units, vehicle repeaters, corrections. Though I've seen some retain old uhf channels from way back and continue to hold the license on them and not use them.

The jail is VHF. They have UHF links to remote sites like Navajo Lake. They also have a few vehicle repeaters but not using them much anymore. Fire also has some UHF links to remote sites as well.
