San Mateo County P25 System

I'm listening to the Simulcast site with a control channel of 773.4812 in the south bay and i'm getting 2 bars, but I can hear traffic, and it's showing as P25 phase I

When you say your listening to the control channel 773.4812, do you mean that you deleted the other site frequencies and this is the only one you have programmed in your system? I'm in Burlingame with a window antenna attached to the 996P2 and have all of the simulcast freq programmed in and it scans and scans and never stops on anything.

My 436 has all the channels programmed in, but it locks on to the channel without issues.
