Sandusky PD FleetSync IDs

Figured out most of Sandusky PD's FleetSync scheme but I'm stumped on if 100-1000 is car S1, 1001 is S2 and so forth or if 100-1001 is S1 and so forth. Anyone have any info on this?

Think I figured this out, 100 1013 said "show me on the map as S13". Now I'm thinking 100 1000 is maybe a base radio at the station?
