I have successfully loaded data from RR to my PRO 651 and have the latest firmware for my radio BUT I am unable to successfully receive the new Santa Ana Fire and Costa Mesa Fire system. Can someone give me the right combination of frequencies and rebanding settings to make it work? I do not believe just using the control channels works but correct me if I am wrong.

The new system appears to still be in the process of being built. Not all talkgroups are being patched just yet. I would stick to the Smartzone system for now, until more things get patched. You can hear stuff like OCFA dispatch, Aircall, and Red every so often on the new system but its not guaranteed.

I am receiving the other system just fine. It is only the previous 866mhz trunked system that is now unreadable. I appreciate your response.

For all the freqs 866-869 mhz, try dropping each by 15 mhz to make them 851-854. See if that works.

I know right? That should have also worked but I had no luck with that either. I think it would work if all the settings were lined up properly. The re-banded settings show about 4 different re-banded modes (800 mhz re-banded,standard, splinter, etc).Was I supposed to choose one before I loaded them or does it automatically pick one after they are loaded onto the radio?

Finally it works! It was a matter of the correct rebanded settings and selecting type II. I will give the details in my next post. It seems to be similar to the San Diego rebanded configuration. Thank you all for your help and responses.
