Several police and fire dept. repeaters are on the VHF high band. CAL-FIRE is there too. You might even hear a few of them over in Monterey. Check the data base for exact frequencies...

Believe it or not I can pick all of Santa Cruz on base setup down here in Soledad. So you should have no problems .

The Santa Cruz red and yellow channels are high level repeaters. You won't likely hear the blue tac simplex that is used mostly in north county. You might hear black or green tac simplex used mostly around Aptos and Watsonville with a good antenna on the roof.

Monterey county's fire command channels are on repeaters; because I hear them on a hand held with a decent VHF antenna. They come in good enough to register the PLs too.

CAL-FIRE has several repeaters that cover the entire region with ease...

Santa Clara County Fire is simulcast from multiple high-level sites, one of those
being Copernicus on Mt. Hamilton +4,000ft MSL

I can hear them in Napa.
