Hate to post 3rd hand knowledge. Here goes for what it's worth. I have a friend who gets his radios programed at The Motorola Shop in Pensacola. They told him that the new system will have encryption only on the tac and investigator channels. Who knows. My friend does not have a p25 scanner so he did not know any questions to ask the Motorola Tech.

My question is will Escambia County Florida give up the UHF P25 Phase I System that they are now on or just make a patch to the 800 MHz ? I know Flomaton uses the UHF P25 System for mutual aid. Also Atmore Ambulance also uses the UHF Med. So I guess Atmore Med and Flomaton Fire will also have to upgrade now to 800 MHz ??

I just did some quick math. With a cost of 7 million dollars for the radio system it would cost just Santa Rosa County Citizens 43.45 per person. If Escambia County and Santa Rosa County grouped up it would cost every citizen only 7 cents. This is base on the population done on the last census.

If they were just buying one complete radio system, $43.45 would be comparatively cheap relative to what similarly sized counties have paid for a P25 DTRS. But so far my limited understanding is that isn't what this is. Not sure how you arrived at that ~~7 cents figure though, can you explain that? Is that if they join with an existing system already in place?
