It's as if they're using less bandwidth, voices don't sound as clear as they did last week. Anyone else notice? Maybe they got radio upgrades?

I believe they're transitioning to a P25 trunked radio system. They mentioned in the February NAPCO keynote that they would be transitioning to partial encryption in April.

In September 2020, they were granted a license for a 5-channel P25 trunked radio system. If anyone can map this out (if it's online), that would be good. I'm assuming they are on the system, and simulcasting onto their analog channels.

If no one is able, I may be in the area in the next few weeks and can try to see if it's online and map it out.

Dispatch is on 771.356250 according to my SDR; it shows a peak at the same time Dispatch is transmitting on the analog channel. But is it P25? Attempting to use DSD, but I think it is encrypted as all I hear is static, or maybe some setting isn't correct in SDR Sharp and DSD. With the setting to P25, no channels even come up in the Channel Activity window.

I have a feeling they're going to have encrypted traffic on the admin channel (Channel 2) since there is PII. But who knows about Dispatch, Channel 3, and Channel 4.

Are you able to get a control channel on any of the other four 700 MHz channels listed on the license?

I scanned the other 4 channels and no other audio transmissions/peaks on the spectrum, so the admin channel is not simulcasting.

774.13125 is constantly transmitting, but no audio, maybe that's the control channel? DSD+ for 774.13125 is saying "Sync: +P25p1 NAC: A71 TSDU".

It looks like 771.356250 is also the admin channel simulast. So, multiple channels on a single frequency? But no audio coming through DSD+ for either when the analog frequency on.

So it appears the new P25 system is the case.

I cannot submit to the database since I have not personally verified the channel layout, but I would recommend anyone in the area with Unitrunker or DSDPlus to verify the setup, and then submit to the database. Then we can start watching for talkgroups.

If someone wants to just manually enter the new system into their scanner or programming software, this is what you would likely need to enter:

System type: P25 Trunked
ID Search mode
New site, frequencies:
769.11875
771.35625
772.00625
773.45625
774.13125

So after running Unitrunker for a while (with one dongle on Signal), I have this:

Lots of users. Users 1XX are dispatch.
Only picking up one site from my location in town.

So either they have more frequencies than that, or my setup with SDR sharp wasn't working for the system somehow. Between West 3rd & US-101 all the way to County Admin/Kaiser Bicentinnal I DID NOT hear a thing on any of those 5 frequencies while UHF was squawking away...

@Gbcue could you send me a message about Unitrunker setup? I haven't done much with it and I'm having some issues...

Regards,

-Frank C.

Here is what I have found so far.
System is low power 30 or less.
Programmed above 5 Frequency's both as P25 phase1 and 2
As phase 2 it seems to come in clearer
774.13125 shows Data and all voice so far is on 771.35625
Either dispatch and units alternate between slot 1 and 2 (It shows p25 and 1 or 2 on 774.13125)
I have 6001 and 6002 programed + ID Search.
6001 were all the traffic is on and 6002 flashes a few time but nothing.
Used a SDS100

6001 is dispatch. 6002 is admin channel. That's what I've picked up with my SDR and Unitrunker and corresponds to when I hear the transmissions on analog. 6002 is encrypted "P 4" (protected). Makes sense since channel 2 has PII.

All transmission I picked up with SDS100 either on phase 1 or 2 were 6001, as I said it was clearer on phase 2.
At home I'm on the fridge area to pick it up, and most of the time "6002" does not trigger any response. Due the Low output by the System.
When in Santa Rosa usually only have one scanner with me. But still get only a fraction of what I get normally listen to the regular channels.
6002 flashes briefly without indication of what it correspond it to.
So the big Question is what areas what units is transmits on P25 or they just patch the analog to the p25?

They’re likely just running an audio bridge between the two analog channels and their digital counterparts until all the radios have been swapped out. They could keep the analog links up even after the transition for outside agency access. A local county to me has done this for their main dispatch channel.

I think they're planning on keeping the analog channel 1 because not everyone in the PD has a new radio yet; county interoperability - SCSO doesn't sound digital nor have any digital licenses; medical is still analog.

Ok, I've got my second SDR and Unitrunker v2.1.0.51 running, but I'm not hearing anything.
